Include implementazione?

No, and this is an intentional choice. Assessment is about making good decisions before building. If we start directly with implementation without evidence, we risk optimizing the wrong thing. After assessment, if it makes sense, we can move to implementation with a clear roadmap, verification criteria, and shared priorities. In many cases, implementation becomes faster precisely because assessment reduces doubt and second-guessing.
